In HeartGold and SoulSilver you can find Heart Scales either by Rock Smashing rocks or you could also buy them as prizes, they're available as Pokéthlon prizes but they're only available as Pokéthlon prizes on Wednesdays and Sundays.
I went to the pokethlon and It was on Sell. But, the prize's there change everyday so, you might have to find another way.

∙ 10y agoIf you used the first one then go to Fushia City then go down and keep using rock smash on the sand then youll eventually get one (Soz if it ain't understandable, Geez im only 10)
to get a heart scale in Pokemon soul silver there are many ways. but the easiest way is to smash rocks and press (a) to get it.

Johto: Route 32 (with Downsing MCHN), Violet City, Cianwood City, Dark Cave
Kanto: Route 19, Vermillion City (with Downsing MCHN), Rock Tunnel, Victory Road.
On certain days you can buy them at the Pokeathlon Dome.

What does a heart scale do?
Go to Pastoria city if you have Diamond, Pearl, or Platinum and give to this guy and he'll make your Pokemon remember moves. If you have Soulsilver or Heartgold, then go to Blackthorn city and go to the move deleter's house. The guy that will make your Pokemon remember moves is wearing a pink shirt and blue trousers.

Heart Scales are really useful. You can dig them out in the underground. Go to Pastoria City and go south from the Pokemon Center. Next, when you see the water go to the house near it. The guy in there will teach your Pokemon moves that it forgot. This is useful if you need a combination but the move isn't a TM and your Pokemon forgot it. For Example, if you want your Gengar to know the combo Hypnosis, Nighmare and Dream-eater and your Gengar already forgot hypnosis then you use a heartscale.
