You need the hardhat from the Safari (get the gold nugget from on top of the second hut at Kaya Forests, trade it for a camera at Nabooti, and take photos of 7 animals for Big Zeke).

Beginning at the mine entrance :

Put on the hardhat
Go into the mine at right and set the electric fence timer
Run immediately to the hole in the fence - left and up the dirt pile, up onto the conveyor belt, right and jump right across the space in the belt, up onto the barrel, and through the wire.
