In the GBA versions: Go to the Space Station. The man straight in front of you will say a certain number of successful launches. This increases every week. I have been told at 70, you can get Deoxys. At 100, you can get Jirachi (I have seen this happen, my friend let me catch it) I am still on 30. Some people have told me Jirachi is on Mirage Island. HE IS NOT. Although Deoxys is. To get it on DS versions, migrate it.
