Yes the Radio stations included with iTunes are free.
The radio option is not part of the iTunes store. Radio should be listed with your Music library in the top left corner of the iTunes window. If Radio is not listed there open Preferences from the iTunes menu and tick Radio in the General section.

You can download the iPhone app from the App Store if you search up KBS Kiss The Radio. That and using a live stream are the only options for listening to Sukira without a KBS account. ^___^ There are also podcasts in the iTunes store, but there's no video.
