Go to Pewter City and talk to the old man next to the mart. He will give you the silver wing. You then will want to go to the Whirl Islands(the island closest to Cianwood is best). You'll need flash, strength, surf, and whirlpool of course! Make your way to the bottom of the Whirl Islands the people will do a dance and lugia will apear lugia is at level 70 so its advised to have a strong team. after weaking it use a pokeball/ultraball/ ect and ull chetch it. otherwise if you still have you're masterball use it now. I also suggest saving right before attacking........in case it faints.

Yes you can. In Soul Silver you get to catch Lugia first. But in Heart Gold, you have to defeat the Elite 4 to get Lugia. Go to Whirlpool Island.
