the above question will generate different answers because it is a bit general. Court room marriages is subject to the country, province/state & at times city laws.
I live in Ottawa, Canada and been married for over 5 years now my answer will be based on it.
Once you decided to marry, both spouses go to the "city of Ottawa building" to present some identification (Drivers license, social insurance card, etc) basically to say "you are really whom you say you are". and then you give them the date that you want and they will check if its available. if its not, they will tell you what they have and once agreed, you are set.
Note: The city of Ottawa has a website containing all the information needed, thats how i knew then.
on the day;
you are required to have minimum 3 witness that will sign your legal marriage certificate along with the judge and yourselfves offcourse. the cerimony takes no more than 10-15minutes.
the room (HERE) is quite small, can only fit 25 people but the judge was the best. i really loved her because she made some jokes on my day.
