u go out side the city and through all the grass to the huge bridge and talk to steven and beat the Pokemon that pops up and steven will give u a machine so u can see the barrier so u can get through
You have to leave the city and cross the grass. there is a bridge. cross it and you will see steven. talk to him and he will give you a strange machine that will let you cross the invisible object to the fortree gym.

u don't go to the bag to use it. You press the a button,then the game ask u to use the Devon scope say yes then the object becomes visible. to get the scope: talk to Steven on the bridge on route 20.catch or defeat kecleon then he gives it to you.
