I would try using nail varnish remover and water. Brush the remover in without spreading it using an old toothbrush, then rinse it well. Repeat this until it gone.
don't wash it and take it to a good drycleaner

so long as the delicate fabric is not acetate, triacetate or modacrylic, you can use nail polish remover. Test a small corner of the fabric to see if it is color-safe. Then rinse the nail polish remover out of the fabric thoroughly.
Stuff you will need: Clear nail polish, Rainbow,Red,Blue,Gold, and Pink Glitter. Just make a Paper Cone and add all the glitter into the nail Polish bottle. And eventually it will turn black! (trust me i've done this before. WARNINGS: And don't put too much of one color or it will turn out wrong And dont use very fine glitter ;D)
