Try paint stripper. Use a small amount of paint stripper on the spot, let it sit for a few minutes then use a stiff scrubbing brush to work out the paint then rinse with water and use a wet/dry vac to suck up the mess. You may need to repeat the process a few times. Always put the paint stripper on a completely dry surface and be ready to let it sit for the time suggested on the container.

ALWAYS try a test somewhere you won't see. I'd use nail polish remover. Then use soapy water and clean and buff up with a soft clean rag.
