You get that message the first time you visit dell.msn.com. The site stores a cookie on your system so that you won't get the message pop-up again. However, if you have your internet Explorer privacy settings to High or Block All Cookies, you are blocking that cookie from being created, therefore, you'll get the message popup every time you go to dell.msn.com.
You can fix this if you temporarily set your IE Privacy setting to Medium High. Then browse to dell.msn.com, and the cookie will be saved on your system. Then set the IE Privacy setting back to your original setting of High or Block All Cookies again and you shouldn't get the popup the next time you go to dell.msn.com.
To adjust the IE Privacy setting, use the Tools menu, then Internet Options, then Privacy tab, and adjust the slider. Then click OK.
Another way to get rid of the message popup is to stay away from dell.msn.com. Instead, use www.msn.com. However, if you are allowing cookies to be saved on your system, and you browse to dell.msn.com, the msn.com cookie will be updated to always redirect you to dell.msn.com whenever you try to browse to www.msn.com.
To keep Internet Explorer from being redirected to dell.msn.com, use the Tools menu in IE, then Internet Options, General tab, then under the Browsing history section, click Settings, then click View Files. Scroll down till you see cookie:username@msn.com Note that instead of 'username' it will be whatever your username is. Delete that cookie with the DEL key. Then you will no longer be redirected to dell.msn.com when you try to browse to www.msn.com.
