More often than not, these are yellow jackets. Short of flooding the nest with pesticide, a dangerous and not altogether effective way, there is little you can do. If you have a wet/dry vacuum, you can try putting the hose over the opening, and turning on the vac. Let it run for an hour or more, then spray wasp and hornet killer into the intake and let it run for fifteen to twenty minutes more. Be certain the hose is tight against the ground, and be sure neither you nor anyone else is standing near the exhaust and up wind from it when you spray in the pesticide.
