If your rug has latex, the rug is almost surely a hand tufted carpet. Due to the nature of these rugs, the latex construction is integral. It's practically impossible to remove the latex, especially considering it's pretty much holding your rug together. Also consider why the rug is releasing this odor- either it's brand new and just unwrapped, or the carpet is deteriorating.

There's really not much you can do about the odor. However, there are things you may be able to do in order to reduce the odor coming from the rug.
