Apply acetone-based nail-polish remover (ie. almost all nail polish removers) to the area. The acetone breaks down the bond.
Wait a few minutes to let the acetone do its job, then slowly remove the glue or whatever you have bonded to your skin.
If it's not working too well, try adding more remover or even soaking your skin in it, rather than trying to force apart the glue and risking ripping your skin.
Acetone works fairly well, also a product called Whitlam Glue Wash, available in good Plumbing stores.
