To get the army outfit you have to pre-order the game from GameStop. after doing this when the game comes out you get a code which if you are connected to x-box live you can put in which will unlick the extra content. Since the game has already come out if you don't have a code you can go onto the live marketplace for mafia 2 and pay to buy the extra content.
