after you have restored power by going to the Power Plant and completing the 'Machine Part' event, go to the radio tower, the person to the left of the elevator (I think it was a 'Gentlemen' character model, he will thank you for bringing the show back on the air and upgrade your Pokégear

Then go back to Lavender Town, into the radio Tower and talk to the director who seems to be mesmerized by a wall, he will give you an Expn. card.
