Most cars have a steering wheel lock that is connected to the key--try wiggling the wheel back and forth while turning the key all the way back to 'off' and pulling it ou. Also, some cars (Nissans, for sure) have a button near the key that you need to push in while you pull the key out. If the car is an automatic, is it in Park? I don't think you can pull the key out when it is in Park, so if triedd my first two ideas, and the shifter is in Park, then perhaps something is wrong with the transmission. ...like it won't let you put it in Park. I'm not sure why that would be. (I like standard transmissions.)
