To get the treasure you must first complete the whole island. Go around different islands in the archipelago trading items and earning money. Save enough money for a Phoenix Warbird and a full crew. Collect all of the pieces of the island map to locate Skullduggery Island. Go there and you will find Captain Crawfish. Sink his ship and then go back to Fort Ridley and the Governor. He will give you a shovel and a map to where the treasure is. Then go to Skullduggery Island and dig the treasure!
