First get all the gym badges... then go back to pallet, talk to ur mother, she'll tell u bout mr.mime and tell u to go to prof. oak, talk to him, do what he says (should be going to an island) after getting to the island, talk to the prof. there and talk to the slowpoke get a shellder and give it to slowpoke to evolve it. talk to prof. on the island again, suf on other side of the island (away from pallet) go to something get rescued, etc. the defeat poka and surf on the side away from pallet again. go downwards and do the mewtwo event. go back to pallet, do the errand for ur mother... the go towards victory road but when u see the small tree, go up and battle the girl. Do the movie event. watch the movie in Celadon city, see the meowth event. Go back to the movie shooting place go upwards then left till u find a cave entrance, go there and do the bruno event. After that, go through the cave battle someone then do the Pokemopolis event. go back to pallet, talk to ur mother then talk to prof. oak (he should give you last min advice) then go through victory road!

You should probably get Ho-oh/Lugia first but since your question is how to get to Indigo Plateau. Fly home and go to east until you get to the water surf east until you reach land then go into the cave use waterfall to go up the waterfall then go down the next waterfall exit the cave continue east until you reach the end and then go north until you reach Indigo Plateau.
