Many beagles hold their tails up naturally when they are happy or excited. If your dog doesn't, you can train him to do so. Put him on a leash and get him moving quickly, while telling him a simple command such as 'Tail up!' in a happy voice. If his tail comes up, immediately reward him. You can also work with him standing still, using the same command and running a finger down the top of his tail, which will often cause him to lift his tail. Offer an immediate reward. Be patient can repeat the process as much as you need to for him to get the idea.
