How do you get your neighbor to become your housemate on sims3?

You first put ctrl+shift+C and a typing thing will appear on top of your screen and the game will automatically pause. Then you must type in this cheat testingCheatsenabled true after you hold shift and click the person you want in your family then push on "Add to Your Household". Here is a list of stuff u can click on:

1. Floor
2. Mailbox
3. A Sim
4. The place u work at
5. Anything (Delete it)
