You shouldn't! It is more likely to get infected. You can buy kits online but it is better to get it done at a tattoo parlor or anywhere they do lip piercings. You can also accidentally hit a vein

Sure any idiot can do there own piercing, that doesn't mean they get it right nor does it mean that it is done correctly and safely. Over the 20 plus years I have been professionally piercing, I have seen lots of "idiot done" piercings, some by the person infront of me and some done by "novice piercers" working in the shop down the street.

You need to remember one thing, you only get one chance at getting it right, once that tissue is damaged it's "game over". If the materials used are not handled correctly and they become contaminated, you can give yourself a really good dose of MRSA (if you want to know what that is search MRSA on Google or here) treating MRSA involves seven days of trips to the hospital for I.V. antibiotic treatments which raise real havoc with your immune and digestive system (not something I would recommend going through).
