Ultimately, they are transmitting it over the airwaves, and they might not even know they are doing it. However, the remedy is often simple, and the parts they would need to fix this can be readily obtained from a store such as Radio Shack.
Check the grounding on your equipment. Then check the grounding on your neighbor's equipment. Are they running their computer with any of the covers off?
You could contact your neighbors and try to help them resolve this. If nothing else, contact the Federal Communications Commission and file a formal complaint.
