What you have is what is called TV Interference. This happens when someone hooks up a terminal such as a webtv or simular unit, game system etc. to their tv incorrectly. They don't put a switching device in the antenna line to prevent the signal from feeding back up their antenna line and out their tv antenna systen. Ultimatly transmitting it orer the air-ways.
It is likely a nearby neighbor who doesn't know the difference. These devise can be purchased through the local electronics store Re: Radio Shach ect.
It is best handled by the Federal Communications Office by contacting them and filing a formal complaint.

Check the grounding on your equipment. Then check the grounding on your neighbor's equipment. Are they running their computer with any of the covers off?
