I would guess it would vary from school to school, but general if you stay near the top of your graduating class, maintain a good grade point average, and probably take honors or AP courses, you'll be recognized. I know that my school has rotary scholarships for the top 10% of students in each high school class, so there are programs for these sorts of things I would assume.
I'm fairly sure that just staying in the top percentile of class is enough to be recognized.
