The number in front of the x is the slope of the line and the number added (or subtracted) to the x part is the y intercept. So this form of a line is called slope intercept form.

Start by plugging in zero for x, you get y=7 so put a dot at the point (0,7). Next plug in one for x, you get y=-3(1)+7 which is 4 so put a dot at the point (1,4). You can continue to plot points , and connecting them with a line when you see the pattern.
