The major factor in successfully growing bougainvilleas is to provide them with a warm, sunny position. Try as much as possible to replicate the tropical conditions in which they originate. Provide full sun all day, no cold winds, and in a place where it will be protected from all but an occasional light frost. You will also need to erect a robust support structure for the plant to climb on. Plant at a time when the weather is warm, into soil that is preferably sandy with manure or compost added.
Bougainvilleas can be pruned hard just before new growth starts in the late winter or early spring. While bougainvilleas tolerate dry conditions well, it is best to water regularly in the spring and summer, but keep them dry during the winter.
