There are many answers people give for this one:
*offer bonuses to the staff
*offer inducements to the staff such as discount holidays or concierge programmes
*offer annual salary or wage increases linked to productivity/performance
*hire competent people with honours degrees
*hire competent people with an outstanding work record
The above are short term solutions at best and do little to improve morale; this is from my reading of employment advice web sites, and my own personal experience working for different companies and different departments within companies.
Any company can vastly improve morale by analysing its psychological landscape/environment rather than exclusively focusing on the political/physical/financial landscape. Here are some suggestions:
*Carefully assess employees based on how they interact with their fellow employees;
*Identify those employees who attempt to usurp supervisory or managerial authority;
*Even if an employee is particularly good at one task, find out what they are really interested in being challenged by, and allow them to pursue these challenges, and if required by the employee do not encumber them with tasks that have little interest for them;
*Avoid playing politics by denying employees avenues of career progression because another employee wants to leverage their career at the expense of their fellow employees;
*Do not change the status quo if the higher qualified employees are happy with the existing system;
*Allow free social interaction between team members during the least busy times;
*Company rules must never be excused for one person, otherwise the rules don't mean anything; unless the team agrees on the condition other team members may be subject to the same flexibility.
Employee morale is how employees feel about their jobs, their employer, or themselves as an employee. Employees with good morale are more likely to perform better than those with low morale.

It's whether you do good work all the time, or if you try to cut corners when you can get away with it.
Morale was good; only surprised.
There is no good way to do a reduction and maintain high morale. The best thing to do is to be open with the entire workforce about what is being done and why, and to get it over with quickly.
Job attitudes are very important within an organization. Attitudes directly affect the behaviors and organizational environment. Employees attitudes about the organization determine the morale, the workflow, and their job satisfaction.
Morale is important in the workplace because it directly impacts employee productivity, engagement, and overall job satisfaction. High morale can lead to improved teamwork, motivation, and retention rates within the organization. Conversely, low morale can result in decreased performance, higher turnover, and a negative work environment.
