get a test light the one that looks like a needle with a clamp on the end of a wire put the clamp on a metal part of car take out a new fuse you will see 2 silver ends on fuse one on each side of the number. go to your fuse block and touch the needle end on one then the other of the same fuse in fuse box if it lights both times the fuse is ok if only one side lights it was bad. you may have to use needle nose pliers to take out the fuse.
You can also simply pull the fuse out and look for a break in the metal across the center of the fuse.Check your fuses. The wiper fuse may be blown.
If a Ford Windstar only drives in neutral, it may be due to a blown fuse. It will be best to check the neutral safety switch or brake pedal switch.
