If by "dry cigar" you mean a moist cigar that got dried out...I know a guy who rehydrates such cigars with amaretto. He has a special humidor with a bowl of amaretto in it. The alcohol in the amaretto helps the moisture work its way into the cigar, and it comes out with a nice flavor. Takes a long time, though.
