Is there any kind of carpet tape that will hold carpet to carpet - stair treads to stairs?
It is not recommended to tape carpet on stairs. There is a double sided carpet tape available but, generally used on some floor installations. A couple hundred dollar investment can get a professional to install it correctly with power staples.
How does one lay carpet on stairs?

Assuming you have a fairly typical staircase of 15 stairs and a landing, you would need in the general area of 20 yards of carpet for a basic install. Installing A Stairway Carpet Runner?
Carpet runners add a decorative look to a stairway and are a good way to protect the stairs. It is important to install a carpet runner correctly, as failing to do so could result in people falling and getting hurt on the stairs. Following are a few helpful tips to assist any do-it-yourself carpet runner project.Measuring Stairs & Purchasing SuppliesThe stairs must be measured on all sides; if there is a slight overhang on the top sides, these must be measured too. Carpet runners are meant to be an exact fit, because a loose carpet runner will catch on feet or shoes and cause a person to trip. After the proper measurements have been obtained, a carpet runner should be purchased with enough length to cover the stairs completely. Padding must be purchased to put under the runner in equal measurements to the final length and width of the runner, plus about one inch on each side of the width span. Also two tackless strips will need to be purchased for each step, in equal width to the size of carpet runner.Installing Tackless Strips & PaddingTackless strips should be applied first, adjacent to one another in the corners of the stairs. After this, the carpet padding should be attached using a screwdriver. Care should be taken with the tackless strips to avoid puncturing fingers. The padding should not be stretched or pulled tight; it should be fitted slightly loose.Installing Carpet RunnerThe last step is to install the actual carpet runner. If carpet is being purchased that must be cut to size, this should be done before installation. The carpet should hang just slightly over the padding, enough to cover it so it won’t look tacky. Using a putty knife or screwdriver, the carpet should be pushed against the tackless strips firmly. If any spots are still sharp, they may be hammered down. A staple gun must be used to attach the carpet to the stairs. The proper size of staples should be used for the project and materials.
