I just replaced the water pump on our 2000 3.0 liter. It is NOT a simple job like the 3.3. Not necessarily in this order, you will need to remove:
Passenger front tire
Lower splash shield
A/c compressor drive belt
Serpentine Belt
Idler pulley
Power Steering pump
Compressor idler pulley
A/c compressor and mounting bracket
Motor mount (be sure to support motor)
Harmonic balancer and pulley from crankshaft
"front plate" on motor (large 1/4 in thick black metal plate on end of the motor)
Timing belt covers 3 pieces, two half circles over each cam and a large v shaped piece over the block.
Be sure to mark each cam sprocket and the crank sprocket locations on the belt to aid in retiming the engine at reassembly.
relieve the tension on the timing belt, be careful, the camshfts will turn quickly due to valve spring pressure
Remove timing belt.
Waterpump is finally accessible
Remove only the 12 mm bolts on the water pump, the 10 mm hold the two halves together and it is much easier to remove as a whole unit because for some reason, the genius that designed the pump put a Phillips head screw in the backing plate which needs to be removed to separate the two halves of the water pump, but it is not ac accessible until you pull the whole thing. If you remove the 10 mm bolts and try to pull just the water pump out, you will most assuredly crack the backing plate at that screw, don't ask how I know!
Now, just pull the pump out, it is on an 1 1/2 pipe with an internal o ring, so, pull fairly hard on it. The oring was what failed on my van.
Where is the water pump???
Drain the water from your 1991 Dodge Caravan 3.3 liter engine cooling system. Remove the water return hose from your water pump. Remove the water pump belt. Remove the water pump retaining bolts. Reverse the process to install the new water pump.

You will need to drill the broken bolt out and install a heli-coil thread repair.
If you remove the right front plastic fender liner on the caravan, the water pump is lower right of the engine.
I can get to it but how does one get it out?
It is on the bottom of the washer bottle.
A Chrysler/Dodge dealer can get that part.
The pump will need replaced if it is grinding.
It is directly below centre of pump.
The water pump on a 3.0L is inside, driven by the timing belt.
