You need to complete investigation "missions" by travelling to an investigation marker on your minimap. to find the investigations, you can either wander around until you find them (hard, time consuming), or you can scale viewpoints (easy, find more at once, fun to jump down.) The possible missions are:
Pickpocket- you listen in (target them) on a conversation, then have to pickpoket a document from one of the people when they leave.
Interrogate- listen (taget them) to the target, and when they leave for a secluded area, you beat them with your fists until they spill some information.
Eavesdrop- find a bench near the targets, target them, then go into eagle vision to listen in.
Informant- one of your fellow assassins is in need of help, and you need to either run around collecting flags from him, or assassinate some targets without raising an alarm. He will reward you with information.
The easiest way is to climb a viewpoint, which will show you the locations of nearby invesigations on your map. You could always just wander the streets, though, and hope for the best :)
