I'd rig up a 12VDC boat bilge pump. They are available with self contained float switches. Set it so it maintains the desired level with a bracket made of stainless steel or aluminum. 12VDC makes it safe around water.
If your pool filter is equipped with a multi-port valve, you can use the waste position to remove excess water. The water will come out of your backwash line, but will not go throuh the filter. If you have a DE filter this will mean that you do not need to add more DE.
If you don't have a multi-port valve on the filter you can backwash the filter. Remember if you have a DE filter you will need to add more DE through the skimmer when you have lowered the water level.
If you get a lot of rain annually it might be prudent to purchase a decent size portable pump to which you can attach a hose. Some of these pumps have a float valve in order to shut the pump down when the water surface level reaches the pump. Those and or all pumps have to be monitored so that you do not completely empty the pool. Use discretion as to the location or level at which the pump is placed. In other words don't put the pump at the bottom of the pool if you only want to drop the water a few inches. I would also not pump the pool down in situations where there is only one small rain, unless it is evident that the water is coming over the coping or running out of the skimmer lid and there is more rain due. The reasoning is that if you pump out too much water and it stops raining then you have to add more water manually or let the automatic fill work. A waste of resources.
Try putting an inflatable innertube or something like it underneath the cover. That can help move rainwater off the cover. You could also use some 2x4's or PVC pipe and make a tent-like apparatus that would rest on the pool edge and that the cover fits over. That would work as well.
