The main fuse panel is located to the left of the steering wheel under the instrument panel. To Open, push forward on the tab and pull down. after removing the suspected bad fuse, look at the silver-colored band inside the fuse. If the band is broken or melted, replace the fuse. Be sure you replace a bad fuse with a new one of the correct size.
It would be more cost effective to replace the blown engine with a re-manufactured one.

Water in the oil pan ( looks milky or creamy on the dipstick ) is indicative of a blown head gasket. If your head gasket is blown you may have warped the head, especially if the vehicle was overheated. The fix is to remove the head(s) and take it ( or them ) to a automotive machine shop to be inspected and possibly milled. While the shop is at it they should inspect the valves and replace any that are bad. When you get the head back you will need to reinstall it with new gaskets. This is a good time to replace your timing belt or chain ( and tensioners ) since you will have the thing apart anyway. If you continue to run the engine in this condition you will do serious harm to the engine.
If you look on the backside of the climate control unit in the dash you will find a glass buss style fuse. It will be blown. Replace the fuse and your fan will stay on with your headlights.
Headlights are light bulbs not too much different from the bulbs in your home...they must be periodically changed. In short...you have a blown bulb. If you replace the bulb and the lights still do not work you must check the fuse to see if it is blown. If it is not the bulb or the fuse, you have an electrical problem requiring a mechanic.

The headlights on a 1991 Hiace van have to be reached through the wheel well of the vehicle. Once the wheel well is removed pull the old bulb from the housing and replace the bulb.
If both headlights went out at the same time it could be a blown fuse or a failed headlight relay.
Remove the blown fuse. Replace it with a new fuse.
Blown bulbs. Blown fuse. Faulty wiring. Faulty relay. Faulty switch.
To fix faulty daytime running lights on a 1996 Chev Suburban, check if the bulbs are blown. If so, replace it. If the new bulbs are blown immediately upon replacement, check the wiring running to the headlights.
