Assuming this is a push type mower, one would have to adjust the tension of the governor spring. Less tension would equal a slower mower speed. Do notperform any adjustments unless you have a repair manual for the exact model of engine you are working on and completely understand what you are doing. This procedure would be best left to be done by a small engine repair shop.
