Get some tissue paper and cut five squares out of it that are roughly the same size. Now put them on the table (or some flat surface) filed up like a deck of cards (hope you know what i mean!). Now fold the tissue paper like you are making a fan, until you get what looks like one strip of tissue paper. Now put an elastic band around the middle of the tissue paper, and then fold the paper in half. Now, this is the hard bit. Take one layer on one side of the elastic band, and pull it out to the side carefully (make sure it does not rip). Continue this step on each layer, and then repeat to the other side. Now you have a flower. You can either keep it like this, or go on making the bow. The next part is very simple. Simply take each side and flatten it down. And there you have, it a bow!
TIP: You can attach the elastic band onto a hair grip or clip, and then you can put it into your hair.
