Click File Explorer on your Windows Mobile cell phone.
Click the your music folder, wherever it is, for example "My Documents" or on a storage card.
Right-click on the MP3 music file.
Click the "Set as Ringtone" option, the song will now be your ringtone.

It depends on the model handset that you have. If your phone is MP3 capable, you should be able to either bluetooth, infrared, or SMS the MP3 over. Other handsets require software and data cable in order to transfer files. Make sure that you can set MP3's as ringtones too. Some models, like the Sony Ericsson K700i will let you have MP3's on the phone to play, but you are unable to set them as ringtones.
