Answer:
To make the face, get white paper and roll it into a cone and put some black glasses on with white paint for the eyes.
For the clothes, get black/white boots, a matching long sleeve shirt (the bottom of the shirt should reach pretty low) and pants.
Get white gloves and a black with white strapped/ white with black strapped fedora. If the brim isn't wide enough, you could probably get a black/white sun hat and transfer the brim, or get black/white fabric and put cardboard in between two pieces of sewn together fabric.
Then, leave a gap in the middle of the fabric and cardboard large enough for the fedora to snugly fit in the new brim (this might not work if it is too much weight).
If it is too heavy, sew the new brim onto the hat and that might work. I would just suggest not using too heavy of cardboard, just use any kind that won't flop down.
