It depends on how much percentage of of starch solution is to be made.
For an example:
To make 20% of Starch Solution, you need to pour 20grams of starch powder in 100ml of water. After the powder is dissolved, boil the water.

To make a 1% solution heat 80cm3 of distilled water in a beaker, weigh out 1gram of starch ,mix with a splash of distilled water.When the water is near boiling add the starch make up to 100cm3 and bring to the boil.

A five percent solution of starch is quite simple to create. A solution of 20 parts water and one part of pure starch is all that is needed.
Starch is tested with the solution called Iodine. If starch is present when Iodine is dropped in, the solution will turn a brown, black color.
This combo is used as a thickener. approx. 1/3c of water and 1 tsp of water. This is what I use to thicken sauces

There can be a substance that has some liquid properties and some solit properties. For example, take some corn starch and mix some water into it until it turns into a kind of goo. It feels like solid sometimes and liquid at other times.

Water and Pepper do not make a solution because they do not mix together. Salt and water are a solution because they mix together.
If you mix cornstarch and glycerol you get a gel like substance that will take a sightly yellow complexion compared to cornstarch and water. This is not the same substance that you get if you mix cornstarch and water
