No it is impossible to have children on Skyrim... the main reason for this is that the Bethesda may have felt that there is no real reason to have children in a game like Skyrim and they may have felt letting the Dovakin have a family would slightly be copying Fable (because the Hero in Fable can have a family)
Unless you are referring to a mod for the game, there is no way to have children in Oblivion. You're probably thinking of Fable 2 (and perhaps 1). Sorry.
But hey, maybe you could get into modding, and make one that allows kids for the rest of us!
In Skyrim you cannot have children but may marry through obtainig the Amulet of Mara which shall open up sertain dialogue options that lead to marriage. However, although you may not have children you may sleep with your spouse to learn skills 15% faster for the next nine hours. ( Duhpufybread)
The fact is, in ES4 Oblivion, you cannot have children. In fact, there are no children in the game whatsoever!
