you cant alter the resolution (pixel dimensions) as those are set by the monitor - so you need to create high definition, or quality, by using high quality image flie formats like BMP or TIF and by starting with high quality photos or images or creating orignal art that starts out high quality
the best format is BMP as that is the file format windows uses - and format that has additional info like TIFs is wasted as the extra info is discarde by windows when it converts the image to BMP
when using JPG images and photos to create HD wallpapers be sure to use only high quality ones - no less than 80 compression quality - when working with jpg photos in photoshop always work and save at 120 compression quality as this causes no jpeg compression artifacts and is the same quality as an uncompressed BMP image
