Adding some water or vegetable oil to a pot of tomato paste and stirring over very low heat for a few minutes is the best way to make tomato sauce out of tomato paste. Adding a few herbs or spices for flavor is good, too.

To make 2 quarts of Tomato Juice from tomato past, you will need:
- (3) 6oz cans tomato paste
- Water
- Blender or wooden spoon
- 2 Quart pitcher
- Salt to taste
Add all three 6 oz cans of tomato paste in the pitcher. Add approx 10 cans cold water (use an empty tomato paste can, each can holds 5 fl oz water) Add salt to taste, or omit for a no salt version. Mix or blend well. If using a spoon, you will need to really stir it so all the paste is dissolved in the water. Keep in fridge for at least 2 hours to chill, and serve.
Some people like adding a few additional things, such as a few dashes of Worcestershire sauce, a dash of tobasco, clam juice (to make home made Clamato juice), celery powder. Just about anything to make it the way you like it.
And the cost savings is big. A 2 quart can of Campbells tomato juice usually goes for about $5.00. I made my version with 3 cans of paste that cost $0.40 each. A grand total of $1.20 for the same thing. Only healthier.

I do this all the time and I put the paste in a pan, add water or wine, stir it until I get the right thickness, keep adding the water/wine until it is right, add any spices I want, a tablespoon of sugar, and simmer.

You can boil down tomato sauce on the stove. You can also blend crushed or whole tomatoes and boil down to 2/3s the sauce.
It is possible, but such a substitution is not always a great idea as tomato paste has a much more concentrated, stronger flavor and has less moisture. So the recipe with the replacement of tomato sauce will be more liquidy and have less of a tomato flavor to it.

That is a matter of personal taste, Tomato paste is condensed tomato sauce so its purpose in a sauce would be to thicken what you already have without spending the time to cook it down.
