You can't force anyone to become a better sibling. All you can do is be the best sibling that you can be, even when she isn't, and hopefully with good time you will set a good example and be a good model for her. If this doesn't work for some reason, although it almost always will, pull her aside and tell her how you feel- be firm but nice about it, don't get her on the defensive. Doing this is a wake-up call for most people.
