'Manipulating variables' means to change some of the portions of a specific formula that are open to change, and hence variable.
Take:
( x + y ) = 5
You may discretionally change the variables x and y to anything from minus infinity to five and the equation will still be solvable. To do so would be to manipulate those variables.
