Answer:

You have to delete them using the spade (with the red handle). Then you can put them in again in the place where you want them, using the hoe (with the green handle). It doesn't cost anything to delete, but you do have to buy the new plots with coins. They're inexpensive, though.

Actually you can move those plot things whether they are harvested or not. You need to select the "move" tool then move it to where you want it to go.
Theres no need to delete them :)
