Go to the data file in the mugen folder. Make sure you open mugen.cfg with notepad. Go to edit>Find. Type in sound. Scroll unto you find sound with an equal sign and a 1. Delete the 1 and put a 0. The next time you open mugen there will be no sounds. You can always go to options in mugen and lower wave a FX volume, but that is a pain.
