To open a jpeg (.jpg) file on a Mac the user is required to double click on the file's icon.
Any Mac software that handles graphics (Preview for example) can convert between tiff and jpg (or any of the other popular formats). For most applications you would open your tiff file and then select Save As and there will be an option to select the required Format.
You can't open a csv file as a jpg file. A csv is a text format for letters and words and a jpg is a graphic format used for photographs, so they are not compatible. They are used for completely different things. You can convert some other graphic formats to jpg but you cannot convert text formats to jpg.

The capitalisation of a file extention almost never matters. The Windows OS is confirmably case-blind when it comes to file extensions, and although I'm not 100% sure about whether Macs are the same, I've been able to open .JPG and .PDF (as opposed to .jpg and .pdf) files on my Mac with no problem. Some of the less common OS's (such as Linux) are case-sensitive, but I'm going to assume you use either a Mac or a PC.
