First, you have to either install or move the plugin to the default plugins folder, wherever you may have suggested it to be (VST Plugins). To have FL Studio use the plugin, you must open the plugins panel and refresh the list, then you can add it to the mixer on the channel assigned to the instrument.

Steinberg's Quadrafuzz plugin is discontinued and no longer available. If you can find an old copy of it, installing it in to the system would allow you to use it as a VST plugin inside FL Studio automatically.
