I believe on the 78 just above the front soiler there is a little hook that you need to pull and it will pop up, then reach under the hood and release the latch. On the 79 and up it is a sort of paddle thing that you pull forward. If the spring is worn you will have to help the hood pop up ( about 2 inches or so)... this can be kind of hard with the long reach and awkward position you are in . On some cameros there was an inside release but I believe those were rare
Theres a handle that sticks out from the front grill of the Camaro. Grab it and pull on it to pop the hood. You may have to pull it again in order to lift the hood after it has popped up.
I go crazy everytime I have to open the hood on my 98 Chevy Astro. The guys just say "oh it's a Chevy" and they bang the hood. I have found that if I stick a butter knife unde the hood I can open it. What a pain!
bumper is connected to fenders by several bolts that you can see if you open the hood and look toward the area where the nose and fender join.
The easy way to open the hood manually on a 1998 Chevy Cavalier, when the cable is not working is to put the car on a hoist and use a long pole to trip the hood latch. Then lower the vehicle and open the hood the rest of the way. Replace or repair the cable for the hood latch before closing the hood.
open your hood on the drivers side there is a fuse box open it up the look at the pic it will show you which on it is

If you remove the air dam underneath the front end (ahead of the radiator) then you should be able to reach and release the mechanism from under the car.
