This is tough. I had this problem once when my cable was sticking. What I had to do was take a really slender flat blade screwdriver, crawl on my back under the car and reach straight up past the radiator. There's a spot where you can fish the screwdriver in and twist and the hood will pop. I did it once, and I know that the directions aren't that hot, but I got it to work. Wish I could help more.

I looked at my Camaro and the cable runs behind the high beam on driver side might be able to get access there if not broke to close to the latch. Other answer is good also . good luck.

I can't believe the part would be much more than 40-50 bucks from the dealer. Installation may cost you if you have a dealer do it.
How much cable came out when broke? Cut the plastic cable back to the point where you can see the steel cable core and pull with vice grips to open. You can pull the cable around to handle easier. If it broke under the hood try to find the cable and do the same.
Look under the area where the brake lever is and follow the cable to the plate on the side where you will find the broken part of the cable pointing to the tab the cable connects to. Pull the tab upward but be warned your arm will get hit by the parking brake itself as it is released.
