Scare tactics, exaggeration of hazards, or failure to acknowledge the reasons why people abuse drugs (pleasure, escape, self-medication, etc.) don't work because eventually the person you're trying to convince will find out the truth, thereby undermining you and your arguments. If you are undermined by a drug dealer or user, who is seen as more truthful than you are, then you have really messed up.
